Doug Cotter

Doug has been a thought leader in the workforce industry for over 20 years. Throughout his career, he has had the privilege of collaborating with top leaders and organizations across the country to strengthen workforce systems—delivering meaningful impact to communities.

His expertise spans public-private partnerships, business transformation, and service design. Doug is an active voice in the national conversation on the evolution of the workforce system, consistently driving innovation and positive change.

He has presented and partnered with leading organizations such as the Administration for Children and Families, the National Association of Workforce Boards, the New York Association of Training and Employment Professionals, and the Center for Adult and Experiential Learning.

Bradley Williams

Bradley is a visionary executive leader with over 15 years of administrative experience in the workforce development space. In his role as Chief Customer Officer, he leads a cross-functional team that yields excellent customer relationships.

Bradley is known for producing a broad range of results that include increased sales, performance attainment, market penetration, community impact, and outstanding customer experience. As a catalyst for positive change, Bradley provides leadership that impacts our company culture, mission, and vision. He strives for excellence and quality in a highly competitive environment where customer experience, community impact, performance attainment, and budget delivery are top priorities.

Bradley holds a Bachelor of Business Administration degree in Finance from Northeastern State University.

Dr. Chytania Brown, Ph.D

Dr. Chytania Brown is a seasoned executive with more than 25 years of leadership experience spanning workforce development, child care, criminal justice, human services, and community development. She leads complex public-sector operations, oversees government-funded programs across the South region, and partners with state and local agencies to deliver measurable results.

Known for making complex systems understandable and actionable, Dr. Brown has successfully led large-scale organizational transformations, managed significant public investments, presented at the White House on innovative workforce strategies, and contributed to national workforce research initiatives.

Dr. Brown holds a Doctor of Philosophy in Leadership and Organizational Development from Carroll University. 

Patrick Combs

Patrick is a nationally recognized leader in workforce and community development. He has extensive experience guiding apprenticeship, work‑based learning, and large‑scale workforce operations across local and national settings. Patrick has held leadership positions at Jobs for the Future and within major workforce regions such as Nashville, New York City, and Chicago.

Amanda Wagner

Amanda leads operations with a focusing on strategy, operational excellence, and growth. She previously served as Chief Operating Officer at Employ Prince George’s and held senior leadership roles for a national workforce solutions provider.

Amanda is an active voice in national workforce initiatives, serving on the Advisory Council of the Council for Adult and Experiential Learning. She earned her M.S. in Youth Development and Leadership from Clemson University and a B.A. in Communications from Southern New Hampshire University.

Priscilla Zuniga

Priscilla serves as Vice President of Operations for Equus Workforce Solutions’ West Region, where she leads regional operations with a focus on strategy, operational performance, and innovation. She has more than 12 years of experience managing large‑scale workforce and human services programs, including WIOA, TANF, and SNAP.

Priscilla began her career at Equus in San Diego and advanced through leadership roles overseeing programs that connect individuals and families to employment, housing, and essential supports. She is known for building effective teams and implementing human‑centered, performance‑driven operations that improve outcomes at scale. Priscilla serves on the San Diego North Economic Development Council Board. Priscilla holds a Bachelor of Arts degree from Thomas Edison State University.

Patricia Lankford

A proven and dynamic leader, Patricia has over 20 years of success in business and operations management, financial oversight and relationship building. She is a dedicated, results-driven, master-level development expert.

Since 2002, Patricia has been recognized for providing Job Corps leadership in a variety of roles, including Center Director, Financial and Administration Director, Finance Manager, and now Vice President of Operations.

Patricia holds a Master of Science degree in Public Service Administration from the University of Evansville as well as a Bachelor of Science degree in Organizational Leadership from Mid-Continent College.
